Whether a foundation year is needed is decided by the entry requirement of the specific programme applied to, not by a national rule. Those requirements are at undergraduate study in the UK.

What is a foundation programme?
A foundation programme is a one-year university preparation course leading into a bachelor's degree. Since a UK degree takes three years in England and four in Scotland, a foundation year adds one year to the total.
It is taught either by a university itself or by a partner provider, and progression to the degree is normally conditional on results in the foundation year rather than automatic.

Why is a Turkish high school diploma not enough for direct entry?
Each university publishes its undergraduate entry requirement on its own programme page, and no single central equivalence rule exists in the UK. The foundation year is the published route into departments that do not accept direct entry.
Because the rule is per programme rather than national, two departments at the same university can reach different answers on the same diploma. That is checked on the programme page rather than assumed.

That is the practical difference rather than a difference in standing. The same programme may accept either route; what changes is how straightforwardly the grades can be read against its published requirement.

Which Student visa rules apply to a foundation year?
A foundation programme sits below degree level, and the English threshold published for a Student visa at that level is CEFR B1. The application rests on a CAS from a licensed student sponsor as at any other level.
The threshold rises to CEFR B2 when the student moves on to the degree itself, so the language requirement is met twice rather than once across the two stages.
